Why the hell do you think the epilogue must be written by the culprit though?

Anyway, Kisaku doesn't need Hinamizawa. He never cared for the city as a kid and doesn't seem to respect the people who always loved it their entire life when you consider his confrontation with Mion. He's "the don of Okinomiya's business world".

What makes me think the situation isn't parallel is that Kisaku hasn't been brought up as a suspect. His grandfather has been. Even Marutake has been. But in no moment at all Kisaku has been brought up as a suspect in spite of everything weird going on around him.

In addition to what I said before, don't forget it was the Kimiyoshi reporting on the vandalism.
