Yeah, now that you mention it. When doing a search for the other characters I get much different results. Like, looking up the characters from the 3rd set of navi's you can find detailed shots of Mystia and her navi Yatsuhashi.exe and Myouren and his navi Fenrir.exe. Both by KURUTSUKI who I thought was one of the character designers for the game.

Between all the stuff going on in the picture and a description like "公式の依頼ですので、いつかゲームにも登場します！" it sure sounds like it was drawn and planned to be in the game (the designs at least completely match the sprite work)
