It doesn't really go with her image, though, and she had more precedent for her appearance than other characters. Unlike most Touhous she's neither an original character nor a semi-original character adapted from a mythical being or historical lineage into a single person. She's one of the only ones meant to actually be a specific character from a completely different fictional story, so changing her appearance would be more difficult to justify given that the Tale of the Bamboo Cutter is just supposed to be taken as a stylized version of real events.

I can't really think of many other characters for whom this is the case. Toyohime is supposed to be Otohime from Urashima Taro, but her character and background is stretched a lot further from that than Kaguya's is from Bamboo Cutter. That would also make her the mother of the first mythical Emperor of Japan, but I don't think her place in the myth is meant to extend past the Urashima story.

Shou is technically an avatar of Bishamonten, I guess, but again that basically means nothing with respect to the mythology's impact on her character. It's not like she was a figure in Buddhism just transplanted into Touhou.

Shit, is Kaguya actually the only Touhou basically taken straight out of her own story and thrown right into a game? She can't be.
