I'm trying to level up Shimakaze since it's just 11, but i don't think that enough would help. Problem is also reaching the boss in good state when your ships are not leveled.

I have upgraded Isuzu, her armor is not bad but still she hits very low the submarines, i guess luck is needed to land a crit in the boss or something in order to win, but just reaching it can be annoying.
