Yes absolutely. Look at Haato's most recent outfit it's just Kobato with minor modifications (and older looking to match with her character obviously), I guarantee you what these vtube companies do is tell designers we want you to make something like this popular character design. Why try to roll the dice on a new design when you can copy something that already worked?
