You don't understand. 38 and 37 are almost the same and I didn't have to repair much. If the map was harder for main fleet, I would have spent much more fuel than ammo. My Hotel wasn't hit a single time on Last Dances of E3, E6 and E7.

Pic related is Winter E5 before I had to drop down difficulty. Kidou is much cheaper than Suijou, most of danger falls on super cheap to repair escort fleet. Main fleet only faces any opposition at boss node and keeps itself sparkled so they don't get hit much.

On most of the maps fuel usage is higher because you don't need supports. On truly hard maps fuel usage is either similar (Kidou) or much higher (Suijou) despite the supports.
Events overall require much more fuel than ammo.
