In theory the promotion ran for 1 month, but in practice train companies usually get lazy about removing decals from trains after a promotion is done. Shizuoka is on the Shinkansen Line between Tokyo and Kyoto/Osaka/Nara so as a tourist doing the usual tourist route (nothing wrong with this, don't listen to "real travellers" who try to convince youy otherwise) you lose almost nothing if you stop by Shizuoka and aren't able to find the Una Train.
