Not to my knowledge. Try to increase your screen resolution size if you haven't already then open the Help menu again.
Hopefully you will be able to reach "save and apply".

t. person who actually wants or wanted to implement danmaku gameplay to replace dice rolling

I wanted to plan out 4 generic bullet hell loop/stages that are assigned a difficulty while replacing those with actual spell cards for each character and have it so the (currently) 3 main stats would affect your character like this:
Strength - player bullet dmg
Agility - size of your hitbox / maybe slow down time with focus mode
Intelligence - strength of your bombs

all while being able to defeat the strongest character with pure skill if you're actually a lunatic player or something like that

although now i'm considering just doing a simpler pokemon/final fantasy style rpg slap fight
