Considering she came to be despised by her country and even her own knights, especially when she threw away her humanity to become the king they needed, I don't think she's a mary sue. Her life was very lonely and just sucked in general, especially since she was fatally wounded by her own 'son'.

She's a very strong servant, but she spends her time being hampered by masters she either isn't compatible with or who have little magical ability in general. I'll agree that Avalon + Excalibur is grossly overpowered, though Avalon's mostly used to keep her masters alive.
