Use someone that has Surf or a rock-type move, there are wild level 60s in the Victory Road so you don't have to train so much. I didn't have a strong water puppet so I used Meiling and Dynamicpunched her, make sure you have whoever you choose alive for when she's summoned, her FNitori is nasty.
