I think this is something that makes her so endearing and more than just another haughty mistress. It's her whimsy and desire to have fun that drives her actions, rather than any insecurity or arrogance. She's not a schemer and doesn't get involved in Gensokyo's politics or power struggles. While she can seem stubborn at times, her intentions always come across as simple and sincere. Like when she tasked Sakuya with bringing Lily White to the SDM so she could host the year's first flower viewing banquet. Or even going as far as playing along with Yukari's schemes and travelling to the Moon just because it sounded interesting. In a way she's a very pure girl.
