Because Cyberstep is silly with their product inspection. The only blonde variation of Lazflamme is LOUD, and her default skin is brown instead, so if you want to remake the original Lazflamme with the blonde hair, you will need to get a LOUD and reskin her. If you think about it, they had the same problem with Crimrose; her hair being "orange-ish" instead of blonde, and was not corrected till her Seraph promotion.
