Game Freak has been an internal company for a long time now and has a dedicated hiring page on their website for foreign staff. Furtherm, with the introduction of gen 5 they stopped basing the games in Japan, heavily toned down Japanese cultural references and pokemon based on Japanese folklore, and they even created a fake in-world language to use on signs so that they could stop using Japanese text in the anime (which dubbing teams always had to edit out for foreign releases). If that doesn't convince you, they hired a British guy as their lead designer and he's been within the company for years at this point (although only recently left). Pokemon has been very international for at least a decade now.

There is still plenty of Japanese games that feel Japanese because they're made by fully Japanese staff, but it's not games from big international studios like Gane Freak or Square Enix. Especially SE, they hire a fuckton of foreigners.

If you want to play something that feels Japanese, check out the Pocky and Rocky reboot. It's made by the same staff as the original SNES game (not the arcade game that came first) and they added a lot of cool Japanese stuff that wasn't in the original. Lovely game.
