Minagoroshi actually strenghtened the implications of sexual abuse with that line, since it confirmed Teppei to not be averse to the idea of raping Satoko. He had also just recently lost his sexual outlet Rina and spends his days in a village full of people who resent his entire being - it doesn't take a genius to reach the conclusion that he'd use Satoko in more ways than just as a punching bag.
