I think I just figured it out because of >>38035464

VTubers are being disproportionally affected because people make alternate accounts to comment on them. They don't want their real name/identity, or even their average fake identity that they use for other videos, to leak through. They don't want to admit they watch Holos. And Youtube is able to figure out those alternate accounts and treat them as bots.

I may be a genius.
