Because maids are often associated with loyalty and they're hard working. Often also graceful and elegant, never power hungry or wanting to become rich and such.
They're often content with living a peaceful life with the people they love. These traits all fit a meido like Sakuya.
Sakuya also got probably the most enigmatic backstory in Touhou while having pleasing aesthetic and cool powers, which makes her interesting .
And obviously some people like these kind of characters, should not be that hard to understand that people like different stuff.
