Narrative is the most powerful, and Yukari has the most narrative power. An important plan Yukari enacts is almost guaranteed to succeed, whereas Watatsukis/Hecatia/Eiki don't always get what they want or succeed in their goals.

Reimu will die eventually, but Yukari does not - and it's already spoiled to the 2150s at least in the Maribel stuff that Gensokyo is still alive and full of youkai.

Since it's stated multiple times that Yukari's primary goal is to protect Gensokyo, she's already won every important fight between now and then.

It doesn't matter what group of beings try to destroy Gensokyo, even if they are omnipotent and Yukari is sleeping - they have already lost, and Yukari has already won.
