His role in the other routes is why I straight up wouldn't call him a bad character, he's antagonist and a shithead but it doesn't make him badly written, his reasons are sound and he's necessary to create conflict.
His route really dropped the ball though, I can't tell if the author stopped caring or she ran out of time. Either way waste of design/story/very good voice actor. He's not popular in JP either, his merch is always unsold.
