I think most open plot threads can be solved, although it's true it feels like a bunch of stuff will be left with little development.

There's 100% a virus situation going on to write off the tragedies of the previous arcs (and it's pretty clear at the end of each arc).

Keitaro's friendship stuff certainly will continue in this final arc. Maybe he will get some small realization about his mistakes, but there won't be some huge change to him. And maybe he won't even get development.

Culprit identity might be kept away from the readers for a few chapters, but plot-wise it probably will be just a matter of Rika already knowing from the start due to her assassination in the last world.

The big question is if Sakiko's character will play into the resolution. The focus on the club kids seems really off though. Sakiko basically got focus in both arcs, so it'd be odd if she is irrelevant for the answer. But then it leaves the other club kids with nothing. Although I guess we might get a Matsuribayashi scenario where suddenly they have Mion/Satoko-like combat skillls to stop the villain, which still isn't really satisfying character-wise.

Then there's Sakiko's father who disappears in both arcs, and warning him just gets Rika killed. So, he's probably tied to the villain or he's the culprit himself, which could be another way of giving Sakiko shock treatment. But at the same time I doubt R07 really would go with completely ruining Satoko's future like this. So, when looking at things from that angle, it seems unlikely. On the other hand, he's an ugly old man in a suit. He got comic relief moments and overall seems to be treated as a nice father, but at the same time he clearly wasn't designed to be a character the readers would love at all.

Inori... really... I don't see how her character can really go anywhere, unless she suddenly gets a Polaris Hanyuu for the final arc and everything we know about her changes. She seems completely broken as a main heroine.
