Neither. Both Gensokyo's Humanity and Youkai are largely petty bullies when put into a position of power, and at least the Youkai have the excuse of being an endangered species. Go to Rural Japan and here are still dozens of Human Villages full of people that look largely the same against Gensokyo's own, what good would it have to have another village of superstitious Japanese people who managed to "conquer" the only thing that made them interesting.
I think the fairies should be given a chance to prove their worth. Now that Eternity has shown they're capable of intelligence and reason, seeing what they could bring to the table would be a breath of fresh air over yooks and humans screaming abomination accusation attacks at each other over every opportunity.
