From my tests with dominating random monsters in dungeons and lowering their INI through the oblivion palace NPC, it seems in 1.68 that attributes and skills bottom out at 20 instead of 50. Each time you select the option to reduce INI the pets attributes, including speed, and skills get halved. Life and Mana values are not touched. Once attributes and skills have bottomed out at exactly 20, or in some cases around that number Ex:23, you reach a point where you can't lower the INI value anymore.

If a pet has attributes below 20, in most cases you can't reduce INI further but I've seen instances where attributes and skills were not reduced further with the rock bottom attributes but INI still droped. I have no explanation for why that happened though. At any rate though, there is a limit to how low of an INI score can go and that can vary between pets but not much considering after attributes and skills reach around 20 reduction to INI tends to stop.

As for the other questions, don't know what the bonus exp formula looks like, no way to lower mana that I know of unless you're playing in a mode with savescum penalties and purposely trigger it, and you can lower speed through slow mounts, being burdened, being very tired, fetter of earth, enemy speed hex, and the reduction of INI above.

I've so far put it on my static artifact bow for my pet and have had no problems. Guess just keep in mind the above.
