Japs are VERY obsessed with complete and utter accuracy in their games in order to create as pure a competitive experience as possible. The very nature of an FPS makes it so that where you aim your shot and where the shot actually goes don't match up exactly, and so they say "fuck that shit" and return to their fightan gaems. Also firearms are illegal there, so there may just be less enthusiasm for shooting stuff in general.
