I'd say it's a little different this time. The end of the anime adaptation will cause it to revert to less than what it used to be beforehand.

Touhou has lots of reason for why it's stayed popular--It's got bullet patterns that would blow away any inexperienced shmup player, it's got excellent music, it's got a huge fantasy world with lots of female characters, and it's known to be "popular" in the bandwagon sense.

On the other hand, Kancolle's biggest reason for becoming so popular in such a short period of time is mainly because of an overwhelming perception that it's "in". This has been triggered through viral marketing and word-of-mouth via social media sites like Twitter, Pixiv, etc. Other than it's large (albeit hollow) female cast, this bandwagon-style perception of popularlity is the only thing keeping it popular right now.

When you have a franchise where 90% of its core population (especially the doujin artists) is comprised of people who joined because it's popular, any perceived loss of popularity will likely drive most of them away.

So if the anime airs, it's going to attract the anime-only types and the fanbase will undoubtedly increase more. However, once the anime stops and the anime-only crowd goes away, the core audience will interpret that as Kancolle becoming less popular. This in turn will cause members of the non-anime core audience to go away. The end result is that the fandom diminishes to a smaller state than what it used to be, because the only thing that keeps them drawn to Kancolle is the perception that it's popular.

While it will definitely remain popular for the upcoming year or so, I don't a franchise that remains popular for the sake of being popular will be able to keep it up for that long.
