I believe you can find most of his stuff on Tieba, Chinese Anon and Beautify packs (check OP's modding pastebin for links).
His UI appears to be "hand-crafted" (edited the interface.bmp with an image editor to edit each element individually, using various custom UI images from these packs), and possibly the rest of his custom stuff too. Get ready for some multi-layer action on gimp/paint.net/etc.

I believe All-In-One pack have some .psd files as guides, and I think Tieba Pack have some simple but untranslated image editors too, but it's pretty simple stuff. One simple method to "update" an outdated graphical file is to simply open the new one on any image editor (even windows' paint), paste the custom outdated file on top of it, save and call it a day.
If you want to customize each character/item/element individually, or want to remove stuff you don't like, you will need something better than the old paint.
For example, I use paint.net (pic related). Copy the bmp file with the character I want, paste it on the grid (while optional, I prefer to target a separated layer, named "custom", to keep the original image intact), turn "off" all unused layers, turn it into a single layer and save it as a 24-bit bmp file named "character.bmp", then drop it inside the elona/graphic folder. Same for Interface, Item, Map, backgrounds, and so on.
Character, Map and Item uses 48x48 size per item (48x96 for big NPCs/objects), while Interface is a bit "all over the place".
