Their powers grow and shrink in relation to their legend. Both Rin and Saber explain that. That's why well-known heroes like Arturia are godly and lesser-renown heroes like Bluebeard, not so much.

Basically, just as legends tend to exaggerate their powers, so do their powers grow once they become heroic spirits. The spirit feeds off the belief of the people to grow in strength the same way that a god feeds on faith, and a god who has no worshipers is not powerful.
So no, they were not as powerful when alive.
