A simple balance between my personal, biased like of a character and the relevance they have in the series, or how well their character fits into the setting.

For instance, I personally love Reimu, and she is the protagonist of the series, therefore she gets first place.
On the other hand, while I love the Banki, she isn't very relevant at all, and is something of a non-character, so she ends up farther down the list.

Admittedly sometimes my personal like is so great it carries over the second criterium, and sometimes it doesn't matter how much I like a character if they are a one-off appearance with little to offer to the overall story (such as the Tsukumo sisters).

I took a literal hour or two last night to put together a piece of basic visual/kinetic novel made of one of my old 2hu fics. It was an exceedingly easy enterprise, and I've no previous experience making VNs.

If I could do it, you guys should be able to do it too.
