How do i get vocaloid voicebanks? I cant buy them since my country's economy is complete doodoo. Is pocaloid good?

Also, as an utaufag, what differences are there between utau and vocaloid? Is there anything i should know before trying vocaloid software?

I should note that i found this miku's vocaloid 4x voicebank..Is this legit?
