Yeah, that's correct. Perhaps that means all the radiation Utsuho would otherwise produce is intended to be contained in her leg? Stylistically rather silly though.

Then again, Utsuho is one of the more busy-designs in Touhous in a while. Cape. Wings. Something on her chest (that is not her chest). Something on her arm. Something on her leg (both). Bow. Long hair. Short skirt. Even so, it doesn't seem like an overload of features.
