Wanting to prove yourself isn't quite the same drive as wanting to remake the world or whatever.
It was kinda implied that Tohsaka didn't particularly want the Holy Grail, she just wanted to win the War.

You make it sound like it's a moral dilemma that could result in millions saved at the cost of a few thousand people. It COULD BE, but Caster's reasons don't touch that, at all. She wants it for her own selfish needs, something that other characters have been shown to resist.

Technically if the Grail was truly as powerful as it was meant to be, it would be a functional 0 deaths because you could revive anyone who died. Maybe a "happy life" involves making Fuyuki a really, really nice place to live.
