Even if it doesn't show the step-by-step crafting of the rules, it does prove my point that the events are related, and that Yukari couldn't have been included.

It suggests that a youkai was proposing the rules to Reimu, obviously the ''suggests'' is most likely an an actual affirmation. Since it's mentioned on a different article than the vampire one, the vampire leader isn't out of the question (he's also a youkai), but as said before, it couldn't have been Yukari due to a paradox.
