Basically, a young girl who is a fan of idols is far more likely to be inspired and encouraged by their efforts than attracted to their figure, and they do not fully understand that the positivity idols have is not the only reason why people would be interested in idols. They are inspirations to them and they might attempt to simulate these positive features while considering them role models. Young female fans who go down the path of auditioning do so to emulate the idol for the reasons why they were interested in them in the first place, from their perspective as female fans. On the other hand, pervy old men do not emulate the idol. You don't see many ojiisans practising their self-introductions, putting on fluffy skirts, or trying to hit high-notes, they'd rather be in line for a new PB. These old men do not want to be the center of attention, they do not want to be beautiful and stared-at (though some do, e.g. "why couldn't I be born a cute girl?"). They have a different perspective on idols and it is one that would not likely lead them to audition even if they could, because to them idols are symbols of desire, not role models.
Kids are naturally naive and so it is not a surprise that audition-aged girls do not understand how much of the fanbase are not viewing things the same way as they are. As they get older they will begin to understand and this may be a part of why some idols sour towards their fans, or do not do gravure. But this initial naviety is natural and personally I do not think it should be scorned. Nor should the fact that how much of the idol fanbase is interested in T&A be a reason to talk down about the other important characteristics of an idol. Because a Japanese elementary school girl probably isn't looking at an idol and thinking, "Damn, that skirt ain't short enough, lads!", but lots of types of fans might think, "This dumb idol and her dumb smile is the reason why I can get through the day."
