Eirin is a sociopath, Tewi would gladly scam you to death, and Reisen, while not amoral, has no spine and would just go along with whatever Eirin wants.
Kaguya being merely spoiled and somewhat insufferable while talking about the Lunar Capital practically makes her practically a saint by comparison.

Maybe it's just pity feeling too much pity for Mokou that makes people decide that Kaguya must actually be a megabitch, even though Mokou's story is that of a very dumb girl who decided to murder a genuinely good man just to spite a woman she's never even met, and that she obviously wanted someone to blame for all of her problems and decided to project all her own failings onto Kaguya instead.
