Tomitake's boring.
His muscles came from the fact that he was in the army in the most isolated position, sniping, and when he had an eye accident, he became completely worthless. His only hobby is to take pictures of birds and he is barely interesting in his job with Tokyo. He is only a liason with a fruitless research station that ends up being shut down.
He tricks a woman who only worked her whole life and falls in love with his hobby of photography because she has nothing else going for her in her life.

I still find it extremely weird that Ryukishi finds Tomitake to be his favorite character. Or maybe he's proud that he created such a boring character without just making him bland.
