I'm not seeing how there is any real distinction between those two meanings.

It's not like its a single translation either. We have the zombie book profile, both the fan translation and Seven Sea's one (which calls them a "new form of life"), plus the World Guide 1 undead article which says the following:

At the very least it is confirmed undead can get pregnant once they have regenerated enough, and give birth to the same kind of undead. We also know that after a certain stage of power growth elementals can give birth. No word on the magical material and ghost girls though.
