however, when you equip 2 on Mogami-class the second gun gets a 4+ FP bonus, and equipping a radar gives you a further 3+ FP bonus, so
76+15+ 17+3= 111, 3 more FP than 2 Houston guns
also N3 gives a night accuracy bonus
>what does this all mean
The Houston guns have marginally better FP if you are running a 1 red gun+holepunch 8cm gun(like pic related or a SPF mule with night DA, but without the accuracy bonus of N3) but for most situations N3 are fine
so the most Houston guns you would ever need are 4, in some theoretical situation where you have a fleet with 2 red gun Houston, and SuzuKuma with 1 red+1high angle and miscellaneous equipment

I used the Mogami-class because they are the only ships besides Houston to get a bonus from the guns as well currently, for every other Japanese ship the N3s or N2s are explicitly better because of the visible bonuses
