Okina's profile in the omake.txt of HSiFS says that her power over vitality keeps all of Gensokyo in balance. In WaHH Okina says that she can recreate Gensokyo if she wanted to. In that same chapter it was also revealed that she created Aunn by opening the backdoor of a komainu statue and siphoning magic (vitality) into it. She says she can create youkai with a snap of her fingers. Her power over vitality is OP and we don't know much else about her power over mental energy or what other abilities she may have. Her role is to only step in when things are truly fucked up in Gensokyo. That hasn't happened yet so she stayed hidden for a while until she recently decided to announce herself to everyone. Yukari's function is to patrol the barrier and make sure the balance between youkai and human are intact. Hopefully we'll get a dialogue between Okina and Yukari in WaHH. Everyone's waiting for it. Will Okina speak to her as her equal? Her lower? Her friend? Enemy? We don't know much yet except that she's extremely powerful and essential to Gensokyo's balance

You're just a silly flashy youkai. Yukari has always had hands popping out her gaps since her original appearance. Okina is also eldritch in nature because her true form is canonically unfathomable. A "chaotic mix" of many gods with a form that truly cannot be seen according to ZUN.
