It's the timing of the PBs and their popularity at the time for first week sales, her's was released before nogi were reaching their peak popularity in 2018/19, and by then she already disappeared off the face of the earth and was forgotten by casuals. That's why mediocre PBs like minami's and sayunyan's are higher, and also why Passport had "low" first week sales but eventually became the best selling female PB anyway.
