take /v/ as an example, without the lolrandom implications, greentexts, reaction images and other /b/ stuffs.

a newcomer decides to browse /v/ and post something video game related, but his thread gets reported and ignored by most of the users because those users think /v/ is for pokemon only and other niche stuff. the newcomer fails to see why he gets shunned by others so he asks them, "this board is not only limited to pokemon, other games should be discussed as well am i wrong?". in which the angry mobs reply, "no, /v/ is for pokemon only even though the board's name says video games. we decided this is how it's going to be even though moot and /v/'s rule don't support it. and eventually the newcomer's thread gets deleted by the janitor because the janitor himself has the mob's mentality and do whatever it pleases.
