No? Quality of translation and how much progress one makes are not very connected. Someone who already released shit is usually someone who both know Japanese and have enough willpower to bring project to completion, but when it comes to someone new, both are not guaranteed.
He could be good, and drop it at first 1000 lines, because translating is something you need threat as day job with zero pay. You can't just tl "when you feel like it".
He could be very bad (editing output of google translate) and yet still keep going for a while. Hongfire managed to "release" tons of outright machine-tl projects, like this "patch" for Ikusa Megami Verita.
