I'm pretty sure she increased her parameters further to surpass Ciel since it's heavily implied by the narration stating Ciel has limits to her capabilities unlike Arcueid.
However, that's not the pertinent scene for me. I'm more interested in Day 14. I don't believe Arc didn't increase her power in between getting shot by Ciel's arrow and getting blasted by Calvaria Star. It makes zero sense, since the narration outright states Ciel would have destroyed Arc's body with her sniping arrow if not for it not landing properly. Along with Arc warping space later on with her energy density.
We're also outright Arcueid increases her capabilities the longer the fight draws out so it's not something we need to see in action. As it's outright stated more than once.
