In the most basic sense, yes. They're a little more advanced than that and made specifically for singing. A lot of popular musicians use Vocaloid software and people don't even realize it. Vocaloid as a genre usually use the voicebanks to sing the main vocals though.

There is also Voiceroid which is straight up a text-to-speech program that uses Vocaloid voicebanks and tons of Japs use it to narrate their videos and you can hear them sometimes on Japanese GPS, heavy machinery etc.
