A group can be meme if their activities (that make them meme) overshadow their music and stage presence. Biggest examples are Pikarin and Hanako. If Hanako didn't do retarded foodplay shit no one would care about her. Likewise if Pikarin stopped stepping on people and worshiping, she would be a nobody. On the other hand, if Dots didn't do the panty mc part yesterday, literally nothing about them would've changed. There's zero meme things about them.
