Dragalia Lost is developed by Cygames and Published by Nintendo. That's why everybody that isn't /mbgg/ says it's a Cygames game - they're the ones doing all the work. However, being the publisher, Nintendo makes the money. I'm sure Cygames gets a percentage, but Nintendo gets the profits, because it coughed up the dev money in the first place.
From what I've been able to put together, Cygames had an idea for DL for a while, but wanted to focus their money on other efforts (console games and anime). Nintendo wanted another mobage, but they weren't going to use their own dev resources for that. Somehow they got together.
As devs, Cygames (MTR) makes the day-to-day decisions, the stuff concerning balance, new characters, that kind of stuff. But as publisher, Nintendo makes the big-picture decisions, especially about money concerns, like the gacha, or the marketing (which includes the artist). DL is a Cygames game with a Nintendo kiddy filter on it.
