Aside from finding material kits in random dungeons and the void I tend to purchase them from invested souvenir vendors. They can be pricey so that option probably isn't available until you're making quite a bit of gold but once that's out of the way it's a good place to get a bunch of them.

While I'm hopeful I'll get a good material kit sold to me, I'll still purchase even really bad ones. Reason being is because Garokk can change a bad material kit into something good for a fee. The fee isn't bad and what's cool is you're presented with a list of materials to change the hammer into. So you can choose something good. If you don't see a material you want in the list you can always come back later and try again. The list of stuff he can change a hammer to does change with time.
