I can give you reasons why Ciel never hated Arc because Ciel is literally too busy hating herself. She even manages to sympathize with Roa for failing to realize he actually fell in love with Arcueid in the manga/OG, which she straight up tells Shiki on top of being the one who originally explained to him how lonely of an existence Arc used to be (Mario takes over this in the remake, but point stands). She obviously resents Roa, but no one hates Ciel more than Ciel herself.

MBAACC literally takes it a step further. AE arcade mode's midboss is Ciel, and pre-final boss is P. Ciel. Why is Ciel trying so hard to snap Arc back? Even AE admires how well Ciel understands Arc's thought process. Not even trying to yurishit, I'm just saying Ciel has a well established history of talking shit about vampires but caring too much about those around her anyway. Talk Merem is the same deal, no matter how much they threaten each other and how much disdain she seems to have for Merem, she gets worried when she stops being able to sense him and straight up carries him back to HQ after Einnashe is dealt with because he's too injured to walk.
