Not in the way it's commonly depicted where people think she lives in poverty and has to eat dirt to survive. She has her own garden where she gets fruid and sake ingredients from as well as a nearby river from where she fishes Dragon Ball-tier fish.

but there's clearly something that happened before the first game that made her either hate or like youkai, because the very end of SoPM reveals that deep down she wants humans and youkai to live in peace and harmony. I'm guessing whoever did her miko training (her mom?) made her strongly believe that youkai are evil no matter what contrary to what she actually believed, but then again judging by PMiSS every youkai actually believes it's their role to be mischievous and enjoy (the strong ones anyway) fighting Reimu because she's so strong.
