Noel literally doesn't know what she's talking about, she thought Vlov was her first DAA she has no clue what Ciel scales to, and is probably the least reliable source of information you can get.
Ciel was fighting under a lot of handicaps and restraint here and didn't even get incapacitated. If she went balls out like she did against Arc, Vlov would have gotten smoked, but that's not viable for her to do in that fight because she's trying to limit collateral damage.
