It's hard to recommend visual novels that are similar to Popotan because what makes it great is how unique it is.
I do know of one title that fits all of your criteria: もえスタ -萌える東大英語塾-. It's English teaching software for otaku. Really nice interface, excellent music (I hum its songs constantly), happy silly tone, and a good bit of lewdness.
Because it's language teaching software, it's perfect for learners. It's designed to teach Japanese people English but works almost just as well in reverse.

Alternatively, if you'd like to play another VN that's as big a part of internet and 4chan history as Popotan is, the obvious candidate would be Idolm@ster. Each entry in the series is a soft reboot so feel free to start with whichever entry interests you the most or is easiest for you to play.
However, some of the titles have mandatory auto-advancing text, which can be a big challenge for a beginner, so be aware of that.

If you'd like something more similar in style and tone to Popotan that's a big part of VN history, you can look into Green Green. I imagine you'd be most interested in the Overdrive version which has an updated presentation. If you're one of those people who really enjoys the male side characters in VNs it's a must play because Green Green is the Torah of fun eroge bros.

Lastly, if you'd just like something that's really easy to download and install, Alice Soft's ウルトラ魔法少女まなな series is freeware and can be downloaded from this link: https://www.alicesoft.com/manana/
Manana might be the absolute silliest, most absurd, least serious VN of all time, and it's worth giving a chance just for the spectacle of that.
