3/4BB strategy didn't work as intended, the BBs could tank well but the steel costs were too steep for a medium-budget clear attempt. Low-level DDs can still hold their own in the map, so you can probably dust off your expedition leaders and use them in E4. Switching CAs for DDs is not recommended, however, since CA repair costs are not all that heavy. Kongo-class BBs will be your main steel drain.

Unless you're extremely unlucky, 25k fuel/steel and 15k ammo will be more than sufficient for the map, but be careful with your damage controls and don't risk things early on, since your ability to advance is greatly hindered if you lose a couple when you've just gotten started (unless you still have the spares from quests/E3/maintenance apology). Good luck to all still trying to clear E4.

Kako (51): 15.5cm, 15.5cm, type-3, damage control (sunk once, repair kit replaced with type-33 radar, moved to flagship)
Kitakami (85): 15.5cm, 15.5cm, damage control (replaced with type-A midget submarine)

Kirishima (82): 46cm, 46cm, type-3, damage control
Kisaragi (41): 12.7cm, 12.7cm, damage control (sunk once, repair kit replaced by boiler)

Yamashiro (82): 46cm, 46cm, type-3, boiler (replaces Kirishima after gauge depletion)
Resource bill: ~12k/8k/12k/0, 90 buckets, 2 damage controls, 6 hours.
