i actually have experience with that situation too because a friend of mine is full blooded Japanese but doesn't speak the language for shit. he is definitely more accepted in the country than a more visibly foreign person who speaks Japanese fluently, however they treat him like he is defective or something because he doesn't speak Japanese and some people flat out refuse to believe he can't speak it and think he is just joking with them. this is another example that shows how language is tied up with ethnicity, as it's seen as a blatant contradiction to look Japanese but not be able to speak it, to the point that some people can't accept it at all.
